The Agency for Participation is seeking a new Director General
The Agency for Participation is a government agency tasked with promoting a systematic and effective implementation of disability policy in society, based on the national goal for disability policy. The agency is to coordinate, monitor, collect, and analyze efforts within disability policy from government agencies, municipalities, regions, and other actors. The agency's work should have a gender equality, diversity, and children's rights perspective.
The Agency for Participation shall:
- acquire and compile knowledge about the development of living conditions for people with disabilities,
- annually report on the development of living conditions and the collective work of public actors to achieve the national goal for disability policy,
- follow relevant research on disabilities and, if necessary, initiate the development of new knowledge,
- provide support and guidance to various societal actors to ensure accessibility and participation for people with disabilities in different areas of society,
- contribute to Sweden fulfilling its commitments under the protection of human rights and, if necessary, assist in reporting related to Sweden's commitments regarding people with disabilities.
The Agency for Participation is also the administrative authority for guide dog operations and shall fulfill the tasks arising from the Act (2023:692) on the right of disposition to guide dogs.
The Agency for Participation is a single-authority agency. The agency is led by a Director General who is the head of the agency. There is a supervisory council consisting of no more than six members. The head of the agency is the chair of the supervisory council.
The administrative appropriation for the agency amounts to approximately 71 million SEK in 2025. The agency also has approximately 26 million SEK from a special appropriation for guide dog operations, of which a smaller portion is used for the agency's own costs. The average number of employees at the agency in 2023 was 42, and the number of annual work efforts was 38.
The agency is located in Stockholm.
Qualifications
We are looking for someone who is a proven good manager and leader and has:
- good knowledge of human rights, particularly in relation to people with disabilities, and their application in public operations,
- experience in leading strategic change and development work,
- good knowledge of public administration and its decision-making processes,
- good skills in Swedish and English,
- an academic degree or equivalent.
You should also have the ability to:
- represent the agency in a trustworthy manner to spread knowledge and promote a systematic and effective implementation of disability policy,
- define, streamline, and actively prioritize in a broad operation,
- communicate well and drive the agency's work to support relevant actors,
- work with cross-sectoral issues and collaborate with actors working in other areas,
- be proactive and results-oriented in the agency's change and development work,
- engage and motivate employees,
- work strategically with competence supply,
- lead and develop operations within the framework of a good administrative culture,
- represent the employer's interest and, together with other agency heads, develop the state employer policy.
It is meritorious if you have:
- experience in work related to disability policy and/or the UN Convention on the Rights of Persons with Disabilities,
- knowledge of administration and decision-making processes at regional and municipal levels,
- experience in knowledge dissemination operations,
- knowledge of the UN, EU, or other international work relevant to the agency's mission.
Only Swedish citizens can be appointed as Director General of the Agency for Participation.
